Police Taser, Beat, Pepper Spray Mentally Handicapped Teen – Then Charge Him With Assault

Dayton police tasered, pepper-sprayed and beat a mentally handicapped teen and then charged him with assault. What did the disabled boy do to deserve this onslaught?
The police officer “mistook” his speech impediment for a sign of “disrespect”.
Similar to how cops think filming them is against the law, many are also under the assumption that not groveling and obeying their every order is also an arrestable offense.
17-year-old mentally handicapped teen Jesse Kersey found this out to his cost while riding his bicycle near his Dayton home recently, after Officer Willie Hooper attempted to stop and talk to the boy.
Failing to understand what Hooper was telling him, the boy attempted to ride home and fetch his mother to be able to communicate with the officer.
Despite the fact that Hooper knew the boy was mentally disabled, he began yelling at Kersey and then threatened a neighbor who tried to inform him of the boy’s handicap, telling the resident he would be arrested if he didn’t go back indoors.
As Kersey’s mother Ford opened her front door, Hooper and co-defendant Officer John Howard, “fired their Tasers, striking Jesse in the back with both probes,” according to testimony heard at Montgomery County Court.
“Once inside the house, defendant Hooper and defendant Howard began to struggle with Jesse, who was standing against the back door with his hands up in front of his face, saying ‘Please quit, please quit.’
“On numerous occasions, Ford and a family friend, Christopher Peyton, informed Officer Hooper that Jesse was mentally challenged/handicapped, and that Jesse did not understand what was happening,” the complaint states.
But the mom says the cops continued their assault: “Officer Howard utilized his Cap-Stun pepper spray and sprayed Jesse … [and] struck Jesse with a closed fist in the upper chest area.”
Howard continued to beat Kersey, striking him in the upper thigh, before back-up was called and 20 other officers from different jurisdictions arrived on the scene.
Apparently, tough guys Hooper and Howard, who like to prove their manhood by beating up mentally handicapped boys, couldn’t handle the situation on their own.
“At no point, even after being advised of Jesse’s mental challenge/handicap by Jesse’s family and numerous bystanders, did defendant Hooper, defendant Howard, or any other police officer present, attempt to communicate with Jesse or explain in terms he could understand as to why Jesse was being chased,” said Kersey’s mother.
The boy was subsequently handcuffed, hogtied, and thrown into the back of a police cruiser.
Of course, as is standard operating procedure for police after they beat and torture innocent and defenseless victims, Kersey himself was charged with “assault on a peace officer, resisting arrest, and obstructing official business,” charges which were later dismissed after the court declared Jesse incompetent.
Kersey and his mother are now seeking compensation from the city and the two lead officers for “false imprisonment, false arrest, malicious prosecution, assault, battery, excessive use of force, infliction of emotional distress and civil conspiracy”.
As we have documented, there is an epidemic of police brutality that has exploded over the last decade which seems to be targeted against the most vulnerable members of society.
What has happened to our police officers? They are being trained to oppress and abuse the public as America sinks into a decaying banana republic. There seems to have developed a particular fetish amongst a cadre of steroid-addled cops that dictates they must satisfy their lust for abusing power by attacking defenseless individuals, particularly the elderly and disabled.
Police in Seattle were also caught on camera last year beating up a mentally disabled teenager for the crime of jaywalking.

As your police guru, i will remind all readers to not fly off the handle in a case like this. This incident is a crapy one i will agree, and based on the information so far, it is not justified to treat anyone citizen like this. Reporting and documenting these bad cops will do more for a community then the hate of the police in general. Remember there is always a story behind the story. Does it look good for these clowns that did this… NO.

Way too many cops today are cowards. Remember, cowardice has two faces: fear of an equal opponent and and unseemly desire to hurt a defenseless opponent, such as a mentally handicapped person like Jesse Kersey. The cop knew the boy was mentally handicapped so he knew it was safe to beat him. Why did he beat him? Because he could. Why did he WANT to beat a big mentally handicapped boy? Because the cop is a coward. The reason so many of us hate cops is that the little miniature runt cops they hire nowadays demand respect that most men instinctively give really big men. When that respect is not forthcoming, the little runt cops lose their temper and look for someone like Jesse to beat.
It seems the bad cops are always cleared of wrong doing or only receive a slap on the hand. I think that’s where the cop-hate comes from. Are good cops rallying against the bad ones? I don’t think so. Who are the police protecting, the public or each other? If the public saw an effort by officers to police themselves, cops might gain our respect again.
You and all of us are in control of the police and fire departments, we (us) pay taxes for the services. People forget how much power they have. A citizens group and with the media have alot of power.
My point ( which was missed ) is that there are more good cops that dont approve of this behavior, “we” want to see these bad cops, hung out to dry. They have created a loss of public trust which continues to this day. Victoria, the bad cops are not always cleared of wrong doing, most are canned and see court. You just dont hear about due to local media. However, i have heard many reports, that the bad cops are getting caught and the beatings and so on are being reported more and more with phone videos, so there is a change happening and its positive. I do agree, and the Brut force and thug mentaility are generated from the OLD SCHOOL training of police academies. They still teach new cops to be thugs, and this we need to fight for change. High stress police schooling is not working and the police academies are turning out cops that hate. So if you needed an answer, it starts at the begining. Your community can be changed for the better. Join and start a community action group, that focuses on local police issues and tell the community leaders to make the change.
Report and document these cases of brutal and unjust police activity. We can make the change, just like years ago, fighting for liberty has a cost.

I do not need nor do I want “hero” cops involved in my life. i have yet to have an experience where “hero” cops have helped me in any way. 98% hero cops? No way, no how. I have had many personal experiences with peace officers (their original title) and I would say 98% are basically struggling with heavy biases/prejudices/issues. Corruption in police departments is rampant and most no longer serve or protect. People forget that citizens can arrest police, but since they carry guns/tasers/pepper spray that’s not really possible. The US Constitution applies to ALL citizens, military or law enforcement. MOST Police have serious problems with rights violations and need to be re-trained or removed to a concrete cell with bars. Sheriffs are elected and therefore concerned with public opinion. Sheriffs and their deputies may not be free from corruption but they are more likely the “hero” types than any police officers. With the Sheriff’s Dept. I have had mostly decent/respectful interactions. With the police however, I have personally experienced scenes of rights violations upon others and on myself. At the time I was intimidated as well as undereducated on my sovereign rights. Today I know much more. Any officer who places their hands on me or use slanderous language for a law they believe applies to me will feel the full force of Federal Law. Violation of my civil rights will result in $25,000 in my pocket and 5 years in federal prison for each law enforcement agent who dares test my knowledge of this. I have forewarned more than one agent. Upon contacting their commanding officer, they swiftly backed off usually with anger and fear in their eyes. Knowledge is empowerment. Ignorance is the opposite.
What we need is for the police to go back to being peace officers and stop being revenue generators for the various powers that be that have set this system up like this. Police are revenue generators, and the bill collectors on top of that, for the various corporations that employ them. It’s a business. What, is business so bad these days that they have to invent crimes?
Why doesn’t the 98% good cops arrest the bad cops?

As much as I hate to say it, you are 100% correct Ed. All levels of government have devolved into statist, Nazi, totalitarian ruling bodies. What was once practiced against minorities in this nation is now practiced against ANYONE and everyone. It amazes me that this nation has not entered a state of civil war yet.

My husband and I were arrested in DC in 2001. We did nothing wrong. We were walking down the street during the weekend of an anti-war protest. My husband has long hair and I guess we musta looked like “hippies” to these pigs. We were thrown to the concrete, beaten and then thrown into jail for a weekend with NO PHONE CALL…nothing…..our charge? Assaulting a police officer. My husband and I were covered in scrapes and bruises from the abuse WE got from the cops…..yet WE were charged with APO. I have never returned to DC since and have never trusted a cop since. We tried warning people in 2001 what was coming based on what happened to us. We were laughed at and told we “must have done SOMETHING wrong”…..
NOW…all I can say is TOLD YA’LL SO…….

Everyone likes to say there are some good cops, and we shouldn’t look at all of them the same way, just some are corrupt. WELL, Where are the good cops to arrest the corrupt ones? If a good cop/police officer sits idly by and doesn’t arrest his fellow employee, how is he any different than the corrupt ones? For example – Wells Fargo gets caught with 176.4 billion dollars worth of drug transactions including the planes and some drugs with the Mexican drug cartel a few months back and NOT 1 single person spent a day in jail? But the informant that told on Wells Fargo got fired. I know they got fined 160 million. That is like any of us selling drugs making 1 million and getting fined 1 thousand dollars, not even a slap on the wrist, as the average American caught with a gram of weed goes to jail and is put on probation. Where are the good cops? Why haven’t they arrested any CEO from Wells Fargo?

When I lived in San Diego in the 1980′s our police chief went over to Isreal with other towns police chiefs to be “trained in” a new way. It was in the local newspaper. All of a sudden some of our cops started to shoot 1st ask questions later. hardly an uproar. Good luck everyone.

Ok, I understand the situation here. I am currently deployed to Afghanistan. I know Mr. Hooper personally. I am wanting to say this much. Under no circumstances with Mr. Hooper strike an innocent person or TAZE them for that matter. The boy maybe Mentally Handicapped. Does he appear to be mentally handicapped? My brother is Mentally Handicapped if you ask anyone he is normal. But he has the mind of a 9 year old and he is 29 do the math that is a 20 year difference. So stating that the neighbors came out or the mother tried to inform the officer’s of this handicap. Is kind of obserd. Knowing what Dayton is like since I was raised there. I know it is not the best place in the world. In fact it is the 7th most dangerous city in the United States. Saying that much. Who is it to say the boy did not strike the officer then run? Then attempt to hit the officer when the officer caught him? I do not know I have not spoken with Mr. Hooper. Like my Grandfather always told me when I was growing up. There are three sides to every story. Your side, Their side and the truth. So let’s not just claim police brutality until it is actually confirmed. Knowing Mr. Hooper and a few other people in the Dayton Police Department I can guarantee you there was something that made this situation require a TAZER.
